File 0001— Capability Matrix

Capabilities

What each of the seven desks can do, in plain words.

This is the full matrix: one block per desk, with what the desk can do, where its line sits and the way to its page. The short list is on Services. The detail is on each desk page.

File 0002SC-01 — PO-07

Desk by Desk

Each block has three parts: what the desk can do, where the line sits, and the link to the desk page.

SC-01

Signal Corp

Narrative Command

Communications: media relations, content and campaigns

What this desk can do

  1. Media relations built on exclusive, verifiable data and research that journalists can cite.
  2. Film and visual content produced to broadcast quality.
  3. One message, kept consistent across every channel at the same time.
  4. Launch campaigns: groundwork laid early, timing and formats planned, analysts briefed in advance, and every creator partnership disclosed.
  5. Thought leadership: your ideas developed into articles for your byline.
  6. Wikipedia entries monitored, with sourced corrections proposed under its disclosure rules.
  7. On election campaigns, research and message: lawful opinion research, consented data and ward-level listening.

Where the line sits

Paid partnerships and sponsored placements are disclosed and labelled. No coverage and no reach can be promised.

OW-02

Overwatch

Reputation Defence

Crisis response, monitoring and reputation defence

What this desk can do

  1. Early-warning monitoring of public channels and open sources for hostile stories, impersonation, leaked data and, on protection mandates, threats made against you, through specialist threat-intelligence partners and open-source monitoring. Round the clock, on retainer, once a mandate is in place.
  2. Search-result repair: accurate, authoritative pages built to compete for the first page. No search position can be promised.
  3. Legal notices, through counsel: the evidence, links and timeline put in order for the independent advocates who issue notices and seek court orders.
  4. Privacy hardening: account settings tightened, Knowledge Panels claimed and verified, data-broker opt-outs filed.
  5. Lawful content removal: erasure and de-listing requests, platform policy reports and copyright claims for content you own. No removal can be promised.
  6. A recorded decision on each alert: watch, correct or answer. Where an answer is right, a statement that carries only what is confirmed.
  7. On election campaigns, rapid response.

Where the line sits

ARKA does not give legal advice, and Overwatch does not draft or send legal notices. Those come from independent advocates, engaged by you directly or through ARKA, as the mandate sets out. Monitoring reads public sources and channels people chose to join.

GC-03

Ground Control

Field Operations

Events, field operations and delegation protocol

What this desk can do

  1. Events and on-ground activations: the environment designed, and routes, exits and sightlines surveyed in advance.
  2. Delegation logistics and protocol: accredited access zones, guest lists and movement planned with the local authorities.
  3. Field research: interviews, surveys and on-ground observation in a market, a constituency or a boardroom.
  4. Coalitions and community mobilisation: third-party advocates, communities and volunteers who share your objective.
  5. Public affairs: policy research, formal submissions and stakeholder consultations.
  6. Confidential, good-faith dialogue with unions, community groups and counterparties.
  7. On election campaigns, field organisation, events and the war room.

Where the line sits

Where an event needs guarding, it is delivered only by a PSARA-licensed partner agency that ARKA assigns to the mandate; the guarding contract is signed by that licence holder.

CP-04

Close Protection

Executive Protection

Protection plans; guarding only by a PSARA-licensed partner

What this desk can do

  1. The protection plan, and the brief for a low-profile detail from the licensed agency.
  2. Route planning: primary and fallback routes prepared ahead of time, varied by the licensed detail on the day.
  3. Residence and office access audits, scoped by ARKA and carried out by vetted installation partners.
  4. Contingency plans for high-risk travel: the checklist, the routes out and who makes the call. The licensed agency and vetted operators carry out any movement.
  5. Public posts watched for threats against you, by the Overwatch desk, and passed to the licensed detail and, where needed, the police.
  6. Venue advance: exits mapped and venue security briefed before you arrive.
  7. Family preparedness, planned with the licensed agency, which delivers it.

Where the line sits

ARKA plans, coordinates and briefs; it does not guard, monitor a person or evacuate anyone itself. Protection is delivered only by a PSARA-licensed partner agency that ARKA assigns to the mandate; the guarding contract is signed by that licence holder.

AR-05

ARKA Realty

Sovereign Assets

Property advisory; sales only by a MahaRERA-registered agent

What this desk can do

  1. For developers: launch communications, run with Signal Corp under the registration and marking rules.
  2. For private buyers: the search brief, with introductions made through the registered agent.
  3. For private sellers: a property prepared and presented for a private sale, without a public listing.
  4. Title due diligence coordinated through your advocate before any commitment.
  5. Holding structures set up by your lawyer and chartered accountant; ARKA briefs them and coordinates the purchase around them.
  6. Cross-border purchases coordinated with your tax and immigration counsel, who advise.
  7. Bank-auction and insolvency sales: public notices tracked, with a briefing on the process and the paperwork.

Where the line sits

Transactions are handled only by a MahaRERA-registered agent that ARKA assigns to the mandate. ARKA does not act as the broker, and nothing here is investment advice or a promise of returns.

CB-06

The Cabinet

Business Advisory

Business advisory for founders and owner-led companies

What this desk can do

  1. A diagnostic note from desk research, before the first working session, then a strategy paper: the problem structured, the options, a recommendation, and what would change our mind.
  2. An operating manual: core processes, roles, a scorecard and a meeting rhythm.
  3. A financial model, a twelve-month cash forecast, a budget and the papers a board or a lender reads. Each figure is traced to a source file, and anything sent outside the company is reviewed by a chartered accountant first.
  4. Positioning, identity and the launch story, built with Signal Corp.
  5. A business model and go-to-market plan: customer, offer, price, channel and measures.
  6. A venture build plan: the stages from idea to running compliance, and who does each.
  7. A fundraising pack: a deck, the model and a data-room index.
  8. A chief-of-staff function beside the founder: priorities set, cadence kept, decisions logged and actions chased. The founder decides.

Where the line sits

ARKA does not give legal, tax or investment advice, does not audit or certify accounts, and does not sell securities or guarantee funding. Filings, tax, audit, valuation and legal drafting are carried out by practising professionals.

PO-07

Private Office

Family Office

Family office coordination; ARKA does not manage money

What this desk can do

  1. The family map: one page of entities, owners, decision-makers, the three biggest risks and the three decisions to take this year.
  2. Decision papers: for each open decision, the question, the options and what each adviser must answer.
  3. Adviser meetings: an agenda and minutes for each, with actions, names and dates.
  4. The family calendar: filings, renewals, reviews and meetings in one place.
  5. A document register: an index of what exists and where each document is kept.
  6. Next-generation rules: who comes in, when and on what terms, written by the family. The family's lawyer ties them to agreements that bind.
  7. The family's name and safety, through the other desks: digital privacy through Overwatch, protection planned through Close Protection, property through ARKA Realty. Each desk's own line applies.
  8. A review at an agreed interval: what was decided, what moved, what is next.

Where the line sits

ARKA coordinates. It does not give tax opinions, legal advice or investment advice, and it does not manage or invest money, take custody of family assets or sell financial or insurance products.

Not on theMatrix?

The matrix lists what each desk does today. If what you need is not on it, ask. An enquiry binds you to nothing.
